Adds characters as reskins** from Samer's and TOCS' character mods for 23910 Character Randomizer Revised.

Adds Samer's "FemCops and Blackops 4 in 1" and TOCS' "BlackOps Syndicate" to the spawn pool, under tctf_lite and tctf_swat.

Adds all the characters from Samer's Saisei team to randomly replace the game's vanilla bosses (sometimes Brontes the Regenerating Tanker will replace Barabas, sometimes Kojiro replaces Mukade, and sometimes Eris the Regenerating Fury replaces Muro).

Regenerating Strikers Demos and Doyle are added to the ninja pool.

**Since the mod just uses these characters as "skin" replacements of the characters already assigned in the BINACJBOCharacter, this mod doesn't reflect how these some of these character mods are normally intended to be implemented.

For example: if Eris (regenerating fury) replaces Muro she will not regenerate nor use her correct melee ID. She will have Muro's, which locks her out of many of her throws that Muro doesn't use.
