Adds characters from Samer's "FemCops and Blackops 4 in 1" TOCS' "BlackOps Syndicate" to the spawn pool for 23910 Character Randomizer Revised, under tctf_lite and tctf_swat. Also sets all the characters from Samer's Saisei team to randomly replace the game's vanilla bosses (sometimes Brontes the Regenerating Tanker will replace Barabas, sometimes Kojiro replaces Mukade, and sometimes Eris the Regenerating Fury replaces Muro). Regenerating Strikers Demos and Doyle are added to the ninja pool.
